Inspected an 18 unit apartment complex the other day and about half of the panels looked like these.

Unbelievable - what a mess. But makes for a easy write up.
did you talk to any tenants about their flickering lights, sparking switches or strange electrical odors?

What're you guys complaining about, that's just drywall texture overspray ... okay, maybe they were trying to hide it with drywall texture ... it'll wash off with a pressure washer ... :)

Looks like wet spray cellulose insulation.
The installers did not cover the panel when spraying insulation into the wall cavities.

I still vote for drywall texture, regardless, though, there is so much wrong (not the least of which are all the NM cables going out through that one conduit/fitting) that those need to be replaced anyway and the new panels installed with all things corrected.

1964 construction, lath and plaster. and that would be plaster in the panels, no acoustic spay in the bathroom were the panels are installed.
There are about 10 panels that still need replacement.

Contamination is just one of the problems, those are Zinsco breakers in the panels.
