Have a/c double tapped to main (that is a no no) It feeds a panel with a double 40 amp breaker and that feeds the A/C. The service panel is full.
Question is....
Can a 60 amp circuit breaker be installed in the main panel to feed a remote panel, and from that panel feed the 40 amp a/c circuit and the other 20 amp circuits that would be moved from the service panel

Correct the double tap to a remote panel. Unfused circuit.
Yes it can, if done properly.

If I understand correctly the question is if the service panel is full can a lower amp breaker be removed and a higher rated breaker be installed in it's slot.

Are the incoming service wires larger enough for the increased load and is the service box rated to the higher amperage?

Billy is correct in that it should be verified there is adequate capacity for the loads you're considering. With that addressed you can install a sub-panel most anywhere at any time in the manner you discussed. The most common reason for sub-panels is running out of circuit breaker space. Double taps are illegal, unless the terminations are listed for two wires and the wires cannot be over-fused.
