open vs closed foundation for stairs

I thought there were concrete stairs at both places but after foundation was built I noticed one place has closed foundation walls and the other has it open (pls refer to attachment). It is easy to build concrete stairs on closed foundation walls but what can i do on the open area?:confused:

As no answer here, I post what I found out and hope this help other people later on.

for the open wall walkout, landscaping steps can be used; concrete steps are doable but better to have close foundation walls.
