2003 IRC: R311.5.6 Handrails. Handrails shall be provided on at least one side of each continuous run of treads or flight of stairs with 4 or more risers.
Do not have 2000 IRC

In a number of instances you can find code answers by search of previous posts here on IN or on the net
In this case I searched *handrail requirements* and this was one of many sites

you sure the step system is of "two risers"?

There are two risers there.
1 from the lower floor to the first tread.
1 from the first tread to the upper floor.
2 risers total
The 2000 IRC was 2 or more risers, the 2003 IRC went to the more common 4 or more risers, where it still is, before a handrail is required.

I know this post is a little late but I have been out of town for a week and am just catching up on some of the threads.
You are correct, the 2000 IRC states handrails are required for two or more risers in Section R 315.1. However, this is one of the sections of the 2000 IRC that the City od Austin has deleted and then revised to read stairs with "...three or more risers..."
Hope this helps for future issues.

If you have a copy of the IRC 2000 it is a little time consuming but helpful to go through the IRC book making reference notes as to what has been deleted/amended according o the PDF file at the above link.
