Sat Dish Bond

So this dish today was bonded directly to the neutral at the incoming overhead. I know that now it is supposed to go to a terminal block at the panel, but would this cause any problem? It seems no different than bonding it to the overhead mast like so many other dishes are, if they even have that.

That is a current charring conductor, don 't think safety bonding had that in mind.
