They show how NOT to deal with existing recessed lights which are not IC rated ... but they show it as the way to correct the problem - NOT GOOD!

The Florida energy code has been requiring air-tight recessed lights in insulated ceilings (these are not required when the underside of the roof sheathing is insulated and the ceiling is not the thermal envelope) since the 1980s.

Getting back to the non-IC rated recessed lights - one NEVER FULLY ENCLOSES the recessed light as they show, the box the placed around the recessed light should remain open at the top, thus there is no gain in reducing the air flow, only in keeping the insulation back from the light fixture - the only real correction is to replace the recessed light with a new airtight recessed light.
