Locating Weep Holes and Moisture Barrier

We switched home insurance to Amica. They contacted us last week and informed us that if our EIFS stucco does not have weep holes and a moisture barrier they would no longer carry us.

I think I located the weep holes - a 1/2 inch space between the foundation wall and the stucco. (Would that be it?)

How do I determine if I have a moisture barrier?

I live in Utah and the home was built in 1996.

Weep hole should be a continuous screen running around the house at foundation level. Look up and see if you can see a screen material. Giving the age of the house, I don't know.
House wrap: can you go in the crawl space and see anything? a walk in attic area? Maybe an outside receptacle cover you can remove and lightly probe around the edge?

No crawl space but the attic is a good idea.

I have a dryer vent I could remove that might reveal something.

In 1996 they were not using drainage type systems that would incorporate weeps. Also it was very rare to see moisture barriers at that time.

Is your home stucco or EIFS?
