Sub-Panel power off main lug on service panel

Would it be acceptable to jump off the main lug to power a sub-panel that didn't have a main breaker. Main service panel was a GE 200 amp., the sub-panel didnt have a main breaker. TKS

Wayne, if the conductor was pig tailed, using proper techniques, to eliminate the double tap, would it be OK?

'Yes', 'no', and 'not like that', along with 'the remote panel bus would need to be rated the same or higher than the rating of the main disconnect'.
