What 10 amp breakers? I suspect you are seeing the 10 of the 10k AIC rating, but the breakers are 15 amp and 20 amp breakers.

Nick, are those white wires next to that speaker wire white lamp cord?

Duh !

I guess them 15 and 20's on the toggles mean they be 15 & 20 amp. :o

No but I can see how the angle of the pic makes it look that way. There must have been at least 20 open splices above the drop ceiling tiles in the basement without junction boxes either. Plug-in extension chord wiring in the garage too. Whichever electrician the buyers get, he's gonna be busy.
