This was in the lower bath in a foreclosed home. The plumbing fixtures were removed throughout the home, the bank was nice enough to put this in for a future owner. It wasn't bolted to the floor and the debris under it made it uneven. I suggested a video inspection of the system to determine the extent of blockage that may be present. The pipes are nicely hid by the slab, couldn't test for leaks due to fixtures missing and never checked the septic because this find halted the inspection. It appears to be a mixture for cement making.

Concrete chips around the base of a toilet. Why is that suspicious? Toilet not bolted, OK, they've damaged the flange. Hope the buyers are getting a good deal.

It appears to be quikcrete poured down the drain to me, all the covers were missing on the electrical outlets, hammer holes in doors, doorknobs missing, etc.. Thank you reminders to the bank for a wonderful eviction were evident.
