Yes. The disconnect should be in the closet with the furnace.

I know, someone is going to say 'but you are not going to be 'in' the closet and close the door, so you can still see if someone comes by and flips the breaker back on', yes, that is true, but ...

The disconnect still "should be" in the closet, and that was the question.

What is that stubbed out of the wall below the panel? A water cooler?

This is that commercial building right (I can see the drop ceiling lay in tiles)? Definitely in that case.

If a disconnect is required in that closet, couldn't you just place a lock out on the breaker in the panel as an alternative?

Not if that is "air conditioning or refrigeration" equipment.

If it was *only* a "furnace" (heat only), maybe, I'd have to look that up, but not if there is also "air conditioning" equipment there too.
