Buried dimmer switch

I've never seen this before. Dimmer switches are behind the closet door casings with a hole bored for the knob. I'm going to write it up regardless but any help with wording is appreciated.

Definitely not kosher that's just as bad as burying a junction box behind a wall.

Breaking the building finish to access the box/dimmer is not kosher.:( I would say that casing renders the box inaccessible, this makes me wonder what structural issues lurk underneath.
