I think if you ask the question, you know the answer...

Think about it. The lack of outlets will cause a lazy occupant to take the easy way out by installing extension cords or overloading gang plugs at other locations and running cords to this area.

The use of extension cords is meant to be a short term use item and not a permanent wiring condition. This represents a potential fire hazard that may or may-not take place when the occupants are present-- Yikes!!

No receptacles are required for bathrooms, other than in dwelling units, and you stated that was commercial.

More importantly, for commercial, do those bathroom meet ADA sizes (regardless of other requirements, which should also be looked at).

Jeff, being 'adjacent to A/C' has no bearing on whether they need to be GFCI protected or not.

GFCI requirements are based upon the equipment location. While a case may be made for rooftop receptacles, and even crawl space receptacles, to be GFCI ... there is no such requirement for such equipment in mechanical rooms or attics.
