House built in 1948, has anyone ever seen this before. Its a first for me , house was solid as a rock, bunker..

Looks like pre-cast spancrete to me.

Was the previous owner Italian or Portuguese?
In the East Vancouver area, they like to construct decks with concrete rather than our native wood.
A few years back, an entire home I inspected was concrete & terracotta tiles.

That's how we make them back in Portugal. Great for the hot dry climate but not so good for our Canadian Climate and as you said in your link..."Clamy!":)

I inspected a house with concrete floors and metal joists. It was built in the 40s and the builder was a commercial construction specialist.
