I have never seen this kind of roofing material before. It looks like rubber with a white reflective film of some kind. Can anyone enlighten me?

Looks like TPO. I have not seen peeling like that before.

It looks like a heat-welded SBS modified bitumen membrane with a 'cool' laminate synthetic film.

Kind of looks like the peel and stick roofing at Menards: Reflective White Aluminum Faced Peel & Stick Roofing at Menards (http://www.menards.com/main/p-1695002.htm) Buddy removed a bunch of this stuff off a flat roof as it started to leak after a few years, your photo looks kind of like what he removed.

It is not TPO. TPO is solid white and is heat sealed. You would not see black at the joints.

This is a torch-applied modified bitumen membrane. The modified bitumen is protected by an aluminum foil cladding, which is made white by adding a synthetic laminate. The peeling shown in the second photo is the result of over-heating the edge of the sheet, melting the aluminum cladding. This is repairable. This type of roof has an approximate 25+ year life expectancy.
