Depends on how high the flood waters are expected to get ... above grade but also above flood elevation, not aware of any other requirements - remember, code does not address stupid.

There is no code requirement for a minimum height above grade.

Exactly--no requirement to be a specific height above grade. In fact, a receptacle can be at grade or even below grade. It just shouldn't be under water or under ground, although the NEC doesn't directly prohibit this.....The NEC is NOT written to cover "stupid". Although in recent cycles they have tried to make it less mysterious so persons with no experience (only education) have a chance at understanding the requirements.

The funny thing is ---if all the installation requirements are followed in the NEC, even underwater and underground installations of receptacles would be "rendered" safe...

Wasn't code created to address stupid? Without stupid, standardization would be the primary purpose of code. Without stupid, the average inspection would probably only take thirty minutes. We are in a business that relies on stupid. Stupid pays our bills. :blah:

Hell, stupid is so important, that it has become a noun.

Maybe was higher with grade at one time and then the grade was raised ?
Seen happen a few times, landscapers will change something around a house and a vent or outlet or whatever no longer is high enough.
