PR valve cannot be open, also the owner is a plumber. Any hazards?

The valve will work, you just can't test it, I think most HI won't test it anyway, as you may end up paying for a new one if it leaks. The possible danger is the valve sticking in the closed position, but you would never know if it is not tested... catch 22.

If it obscures any function of the valve in any way whatsoever, it is wrong, wrong, wrong.

Did you know that in most cases, the tank can be emptied and bumped over a couple of inches with no plumbing mods needed? The supply pipes bend a bit.

That is what I tell my clients - Big Hazard, easy fix.
Plumbers install tanks like this all over town here. That is why many of them are the Butt of inspector jokes, eh, Billy? :o

as the flip bar cannot open, how the valve gets open in any case? Thx.

Because the valve's operation is internal, and not tied to the Test Lever that is currently obstructed. It's designed to open even if the handle can't be manually operated.
