"Drywall" material identification

Can anyone identify this material?

New construction. Rear of panel, seen from attic. Material has a "mesh" backing, and the finish on the back has a smooth, "waxy" feel.

1) What is it?

2) How effective is it as a vapor retarder?

I think the mesh is separate from the drywall, and is used to hold the blown insulation before the drywall is installed.

Tenax insulation mat is black.

This "net' material is clear, and is embedded in the "waxy" material on the back side of the panelized product.

The netting does come in clear also.

Looking at the photo, the netting does not look to be embedded.

Anyhow, just my thoughts, I could be wrong.

That joist doesn't look too 'new'.Is this over a shower with a tiled ceiling? Looks like a form of tile backer board other than durarock, fiber not cementous. IIRC was being talked about quite a bit last mid-decade on john bridge tile forums...not too favorably..but can't recall the trade names nor the generic name at the moment, IIRC had embossed or grooved 1/2" square grid. Concerned about prescribed protections for roof sub assembly. Anything less than =/+ 1/2" gyp X taped & mudded or equal regarding fire resistance for the ceiling to protect the roof assembly tested would likely be an issue with insurer and local muni for densely populated and close quarters NE Ill greater chi area. Still need that escape prior to collapse time.

On the VP, Red Guard or Lacrete (sp? - the green stuff) is a VB as is primer plus ordinary paint job. The OSB adjacent also ceiling area/chase/sofit? appears more of issue, yes?
