Home has 200 amp service which feeds two disconnects at meter. There is a 100 amp and an 80 amp disconnect at the meter. These disconnects are feeding two 200 amp sub panels with 40 breakers each. This does not seem right even though the township approved it.

A demand load calculation is the only way to know if the service is sized correctly. The fact that the panels are rated for 200 amps has no bearing on the actual load.

Tell them they have a 100 amp panel and an 80 amp panel. They might believe you or they might not. :biggrin:

Then like Jim says, the 40 breakers in each may be excessive but that would be determined by an electrician doing load measurements.
