At some point during the design process, somebody thought this was a good idea.

Nick, I think you are making a big deal out of a mole hill. The valves are easily accessible and here is my step by step recommendation:
1. Move water heater.
2. Access valves.
3. Replace water heater.

Simple.

My take on it is different. At no point in the process did anyone think.

My take on it is different. At no point in the process did anyone think. Not true...everyone thought it was the other guys mistake!
