I encountered these breaker shackles in a mod home today. They were under the handle. The internal trip mechanism is totally independent of the handle. They will still protect with an over current condition.

As mentioned above; the shackle will not prevent the breakers from tripping and while in place the shackle will prevent the breakers from being reset, but the purpose of the shackle is to lock out the circuit.
