Hello to all. I would like to know if a cleanout tee in required in a 4 inch dryer vent. The run is 6 ft over and 6 ft up. If so what is the direction of the cleanout? Now i also see that zip screws or rivots are required? This is in New Jersey,Len

No clean out required. The vent is cleaned from either end and the vent is limited in total length so that intermediate clean out ports are not needed. It might be an option but is not required and any t or y would tend to collect lint. Continuous air velocity with smooth interior is needed to prevent lint from dropping out and collecting.

For this kind of issue it is best to go with manufactures specifications. No screws!
Just Google dryer installation instruction on any appliance website and the specs are simple and short

For some time I have looked at this - mostly for my own home as I pull the vent every six months or so to clean it out.

I have looked at PVC (thinking this would be a great idea smooth easy to put together , just one problem ...... Static electricity)

Now I am not for more regulations there are times when just some sort of "Standard" would be useful , I like solid duct work vs hoses , don't like vinyl , sheet metal needs something like screws or rivets - but I also think that with this Standard should come an explanation as to why (just thinking it might be more useful in understanding)

If it were me - I would use a short hose and sheet metal with a clean out at one end (the exhaust end) and disconnect the dryer.
