Is a gas range required to be vented to the exterior. I know it should be but does code require it to be vented to the exterior.

No ... not unless you also addressed makeup air for the exhaust fan, and also addressed any non-direct vented appliance as those should be direct vent appliances, and makeup air for the clothes dryer, etc.

I would address any non-vented gas appliance.
Make-up air for a small room or closet, yes, I would address that too.
