Pretty common around here.
The A/C tech has a universal replacement motor, installs it and runs the reversing wires exposed like that so he can adjust the rotation after the installation. Gosh, it saves at least 5 minutes on every job.

I would recommend that you write it up as exposed electrical wiring.

Some child could come along and pull or yank on those wires and be electrocuted. The average person would not do such a thing, but never trust what a child might not do is my rule of thumb.

Wiring should not be outside of the fan motor as such. Its evidence of a lazy HVAC repair person. Write that puppy up!

Ditto to all of the above, and, those are *not* to be exposed to the weather either. Just another reason to add to the list of things wrong with those.
