Here is something I have never seen and I think I know what it is. The old cast iron waste tied into a clay pipe and went to the city sewer. The hood at the junction looks like a back flow diverter that diverts the backflow from the city to spray down rather than up onto the sub floor. I think you are correct and I think that I'd write that up. First of all, YUCK! Secondly, you have to wonder why the sewer has backed up and thirdly, YUCK! Sewage in the crawlspace is what every client wants to hear.......
