Are these plugs even rated for this use? I've never seen an electric water heater tank installed like this before. The tank is a Bradford White and their installation manual is undefined as to the power supply hook-up. http://www.bradfordwhite.com/sites/default/files/product_literature/44422H.pdf

To expand, water heaters do not meet the criteria to be wired with flex cord. The flex cord is to allow for vibration or frequent exchange.

Not ok. And that plug is not the right kind (non grounding) if its a dryer cord and outlet.
