Maybe, trying to feed power to both bus bars of one panel from a single pole of another panel

What Rick said or the feeders are not connected/not connected properly at the supply end and only one feeder is getting power.

If the feeders were both getting power that jumper would have melted and blown/burned away a long time ago.

My concern, above and beyond what is in those panels, is what is (more appropriately - what is NOT) in the panel where the feeders are connected to the supply.

Walt I guess I did not refresh, but like the others here that would be in meltdown if it is from two legs. I assume it is a single leg and they are jumping over to the other side. So it must be all 120v.

Never thought to question if a meter has only one leg capped will it still run?
It looks like both panels for 1st and 2nd fl have breakers jumped.

So if one leg of meter is feeding the breaker they then jump to feed other leg side of panel.

Yes, that is just an unbalanced load.
Turn everything off then run the vacuum and look at the meter, still spinning.
Gotta pay for 120 volts also.
