The red tape around white conductors not adhering properly.

Does anyone comment on this situation?

The Red Tape is For Identification . What's the situation?

If the tape unravels and comes off then there isn't any more identification (tape is not permanent marking).

It's acceptable for the electrician to ID wires with tape. It's all not going to all fall off.

Not for white conductors, it isn't ... *BECAUSE* ... the tape can come loose and fall off.

White conductors, when used for other than grounded conductors, are required to be "permanently re-identified by painting", tape is not "permanent".

For re-identifying black, red, brown, etc., ungrounded conductors, tape is fine for them.

If the tape is still present why comment?

Because it is not "permanent" and, when the next inspector comes through (possibly following an electrocution, possibly simply another sale) and points that out, *you*, the last previous inspector in could be contacted by your client, their surviving spouse's attorney, whomever, ...
