Was it still resting on those nails too, or was it down on the trim and you had to maneuver over the nails too?

Yes, both (the PVC and the nails) interfere with the attic access hatch covers removal and replacement, which could lead to breaking the drywall cover, and also reduces the opening size to that which is below the required minimum (if it does, can't tell from the photo).

I always comment on any obstruction over the scuttle access. Especially if it would or could be damaged by a person entering the attic.
