Replace service panel if equipment label is missing?

A jurisdiction in northern California is requiring that a service panel be replaced if its equipment label is missing. Is there any precedent for this?

Haven't heard of that before, but, that is within their rights.

ARTICLE 100 Definitions
- Approved. Acceptable to the authority having jurisdiction.
- Authority Having Jurisdiction (AHJ). An organization, office, or individual responsible for enforcing the requirements of a code or standard, or for approving equipment, materials, an installation, or a procedure.
- Labeled. Equipment or materials to which has been attached a label, symbol, or other identifying mark of an organization that is acceptable to the authority having jurisdiction and concerned with product evaluation, that maintains periodic inspection of production of labeled equipment or materials, and by whose labeling the manufacturer indicates compliance with appropriate standards or performance in a specified manner.

110.2 Approval.
- The conductors and equipment required or permitted by this Code shall be acceptable only if approved.

110.3 Examination, Identification, Installation, and Use of Equipment.
- (A) Examination. In judging equipment, considerations such as the following shall be evaluated:
- - (1) Suitability for installation and use in conformity with the provisions of this Code
- - - FPN: Suitability of equipment use may be identified by a description marked on or provided with a product to identify the suitability of the product for a specific purpose, environment, or application. Suitability of equipment may be evidenced by listing or labeling.
- - (2) Mechanical strength and durability, including, for parts designed to enclose and protect other equipment, the adequacy of the protection thus provided
- - (3) Wire-bending and connection space
- - (4) Electrical insulation
- - (5) Heating effects under normal conditions of use and also under abnormal conditions likely to arise in service
- - (6) Arcing effects
- - (7) Classification by type, size, voltage, current capacity, and specific use
- - (8) Other factors that contribute to the practical safeguarding of persons using or likely to come in contact with the equipment
- (B) Installation and Use. Listed or labeled equipment shall be installed and used in accordance with any instructions included in the listing or labeling.

If it is not 110.3(B) then it can be judged by 110.3(A), with its approval being by the AHJ.

A lot less expensive to replace it than to get site evaluation and approval from a NRTL.

Do they give the owner the option to get a new sticker from the manufacturer? Shouldn't be too hard to get a new one.

I can't imagine that the manufacturer would issue another sticker without seeing the panel - that could be courting disaster for the manufacturer.

I don't recall this issue having come up before on electrical panels, it has come up on air conditioning condenser units with labels missing/removed. On air conditioning condenser units, I've been told that some manufacturers have the labels/nameplates removed when the unit is replaced under warranty. I recall having heard the same thing with manufacturers of water heaters too.

Not trying to imply that would by a reason for the label to be missing from an electrical panel.
