Is it a trip hazard caseet?

I found a strange entry steps construction. the last step is 1" higher than bullnose. it's not looks a mistake but I don't understand why they made like this. Is it a trip hazard issue?

Looks like a trip and fall waiting to happen (if it hasn't already) to me.

I really doubt that is original construction. I'm betting the stamped concrete was just poured right on top of an existing walkway. Though the bright spark may have removed an inch or so of walkway prior, between the shoulders, any more than that they should have just leveled it off to the existing bullnose and edging stone.

Looks like a poor over existing walk. They went for lower cost job that didn't require tearing out existing walk. Though the contractor knew it would be a potential issue once done. Contractor/salesman may have even told the customer that it might be a tripping issue, but possibly minimized his protest. Why? Wanted the $$$ for job. Trip hazard, I would say so.

Also, I would expect that there would be a problem with insurance inspection on property, requiring a correction.
