When receptacles are changed out in existing house, those new plugs must go in as AFCI or AFCI protected in accordance with 406.4(D)?
Side note... I just had an inspection at my personal house and the inspector said no, only recommended unless new construction. That contradicts what Holt said..

What code edition being enforced 2008,2011,2014 ?

Did they jurisdiction make a local amendment about this?

In the 2011 NEC the AFCI requirement for receptacle replacement came into effect January 1 2014

Marc,

Here (Washington St) we are now under the 2014 NEC. And if you replace a receptacle in an area that is required to be AFCI/GFCI protected they are to replace with the appropriate protection which in some cases is both AFCI and GFCI (and tamper proof if applicable ; ).

Also this is a modification of the circuit that needs to be permitted, FYI.

I am telling my clients that any room that is not a bathroom or attached garage now needs AFCI protection.
