What are your opinions on the valley in the photo.

I'm not comfortable with it. I did not have thorough access to the attic areas nearby for review from tat perspective.

The roofing to the left is new, while to the right is existing.

No need to think about it. It is done wrong according to the design of those shingles.

Agreed.

Sometimes I look at something not right and wonder if there is something I am missing but given all I can see, it is potential, even likely source of a leak.

It should of been weaved from the bottom up. When the two different planes start to drift you would double the lower side to bring it back to center.

Not only does the weave jump off to one side (this is way beyond the weave drifting :) ), the weave is skipped for several courses (too much work, let's just lay from the left all the way across the valley to the hip ridge on the right :( ).

In NC if you replace more than 25% of the roof you have to replace it all. Can't believe this was permitted work and being this armature I would look for more wrong with it.

The way it was explained to me was the entire roof. I don't know if this would hold true for tile and slate roofs.

It's probably a bit off-topic, but if NC uses IRC, I believe that the 25% rule was eliminated in the 2003 IRC. Even when it was in effect, it didn't require the entire roof to be replaced. It required the entire roof to comply with the requirements for new roofing. If the roof already complied, there was no need to do anything.

I think that requirement was moved to the Existing Buildings Code.

If your area has adopted the IEBC then check in it.

In a woven valley, alternating shingles from each side are done to cover the valley. This would appear that that did it all from the "new" side only. IMO

I see this quite often, call it out as improper shingle installation at roof valley. Anytime shingles are installed in a way where water can enter below them it's wrong. When inspecting roofs I always look at the direction water will flow or be directed.
