Clay. That sure is different. The landing does not need a handrail but was probably put there for a frail or elderly person. Sure looks like one could snag clothes or handbag at the jog in the handrail. Handrail height looks low. Should be 34-38 inches.

I would not report this. The handrail is continuous and does not present the open end that would snag on a purse strap or clothing. If it returned to the post, it would present the same 90 degree angle and would not be considered a problem.

If the far end is against the wall, it would be okay (no circled area to go by).

Otherwise, as stated by the others above, it is continuous and is okay.

Would you agree the handrail (see circled area) should terminate into the guardrailing at this point? Seems to me its not terminated.

Why would it need to terminate? Returns are for when the handrails are open on the ends.
