Missed the construction by 2 hours. Was told it was 3 guys and 2hrs to complete. Impressive isn't it.

HUD and some banks do that sort of thing with their foreclosures. That looks like a temp fix until they can do something more permanent and compliant.

Looks like a guard (guard rail) is not required by its height - appears to be less than " more than 30" above grade".

The stair, though, has four risers and thus would require a handrail - some people don't know the difference.

They install 'guards' which look like that for temporary installation until a proper guard can be installed? That's like leaving a lion to guard rare meat until the grilled meat arrives ... :)

That is more of a death/injury trap than having no guard there. :mad2:

It is a foreclosure started 3+ years ago. Railing was just added, for what it is worth. I didn't even measure heights because it was such a crappy job. Something a 10 year old could do better. It may be a situation that nothing would be better than what they did.

Neighbor told me the 3 guys spent the first 30 min just standing in front of the steps and looking at it. Then 2 guys watched the 3rd construct the mess. New meaning to rick-ticky-tacky. Just sounded like the Three Stooges at work.

Lighten up, guys! Keep in mind that they probably only charged a thousand $$$ for the "completed" railing, instead of their usual two grand.

The times I have seen railing of that "quality" were always on bank/govt. owned houses. You will typically find other issues handled the same way.

Even though 4 risers requires a handrail, a 2x4 does not even meet the proper description of a graspable handrail, which all required handrails should be graspable.
