Has anybody seen a switch like this? what is the function of the button?

Likely a toggle switch with a built-in indicator.

Probably a glow in the dark glue-on button that was sold on TV. The nature of the switch design makes it almost impossible to install any wires or linkage within the toggle itself.
Modern lighted toggles have a plastic toggle that transmits light easily from inside the switch, so it would be unnecessary to add a light transmitting rod, unless it was a crude prototype.
