These are most often seen on highrise buildings with concrete roof decks, and are typically what is used under walking surface pavers, which are typically installed on pedestals instead of directly on the surface below.

No, I doubt that is an IRMA roof, it simply looks like a mess to me. More like it may have been some type of spray-on foam roof but does not have the typical top coating a spray-on foam roof has.
