I don't recall there ever being a recall on any electrical panel ... not even FPE panels.

Siemens took acquisition of ITE/Gould panels.
To my knowledge, Siemens breakers have acceptable replacements.
Email or contact Seimens.

Obsolete, discontinued, dated, no longer in general use, and similar narratives make a point.
A follow-up inspection narrative to/for obsolete panels or switches might go as follows.
Recommend; Updating the service to today's electrical building standards.
