metal gas vent

I don't know why but this gas vent looks odd to me. What are others thoughts?

The vent looks fine but I question the flashing. Obviously, I can't see everything but it troubles me that I can't see something at the bottom to redirect water to the exterior surface... but then I hardly ever see this installed in lap siding.

Ideally, you cut the hole in the wall, flash it with housewrap, window flash tape, etc. then install inside firestop with vent pipe into the penetration, then install the termination so it rests against the housewrap/ flash tape and caulk; caulk top and sides but leave bottom edge uncaulked so it drains. Then picture frame around termination with polymeric trim boards to which siding is butted and not caulked. If the termination is made correctly, it will incorporate a flange across the top that gets flashing tape lapped over for a weathertight seal. The siding cannot protrude so much as to block the air inlets on the sides.
