It appears, from the diameter of the boiler vent pipe, that it is double wall, and passed through another single wall pipe to transition through the floor. Hot water heater is hacked in as pictured. Not sure what to think of the whole thing. It is obviously not to modern code, and will be flagged. Boiler is NG as is the hot water heater.

Appears to be an oversized factory chimney without its requisite listed firestop at the floor, no support, no listed transitions to single walled pipe tat is not properly supported. That boiler is probably the one that vents under positive pressure which would mean it has to have its own listed separate venting designed for positive flue pressure. Hack, hack, hack.

As stated - multiple errors. NFPA54 lays out the proper multi appliance venting, likely the largest issue is comingled brands / types of venting with improvised (tin snips) connections. They need a lic. HVAC contractor to bring it to code... and while they're at it validate combustion air path.
