Photo Editing

I had to replace my desktop, and need a photo editing program to add arrows, and occasionally some text. My old program is not supported by Windows 10. Are any of you on W 10, and using something that you like to add graphics? I have one that works somewhat clumsily, but I am looking for something a little faster.

Paint is still the easiest to use for adding arrows and circling stuff.

That just may work. It was buried in the Windows Accessories, but it is there and looks like it will do the trick. Thanks.
