Anyone have any specific clearance requirements for an exterior mounted kitchen cooktop downdraft vent in relation to the HVAC condensing unit ?? I'm guessing minimum 4 ft ??

There should be no concern in this instance. There is no clearance requirement as this scenario you are suggesting is for a kitchen vent - smoke, odors, water vapor - exhausting onto an A/C unit which is designed to be out in the weather, and, it itself is a sealed unit which will not pull any of the odors, smoke or water vapor back into the house.
