Jeff, It's within the living space no need to insulate. Not in an open supply closet pulling unconditioned combustion air.

You don't want to install an evaporator coil "above" electric heat strips.

Which is why all manufactured units have the heat strips above the coil - or to one side if a horizontal furnace.

Jerry brings up a very good point and a problem that I see inspectors overlooking all of the time. When you find the heat strips below the coil this is a Red Flag that whoever put it in did not have a clue as to what they were doing.
