This remote panel is located in a detached building and has a secondary ground connection. (which I believe must be provided??) Should this second ground be connected to the isolated neutral terminal bar as shown in the picture??

If the feeder is 4 wires, the ground needs to be on the isolated ground bar. This bar would also have the connection from the ground rod. No bond screw or strap should be installed.

All grounding conductors should be on the ground bus bar, not the neutral bus bar.

Jim, I was not aware of a rule for the grounding bus bar to be isolated from the panel box. Is that what you are saying?

The isolation is from the neutral. The ground bus is screwed to the enclosure.
