It is fine being bare as long as it is the service.

James is correct ...
Because that is "service entrance conductor" and is serving as both the "groundING" and the "groundED" conductor, that is not required to be insulated. However, from the service equipment on, the neutral is required to be insulated.
That bend, though, is too sharp, but I would not necessarily want to un-bend it and re-bend it now.

The area between the 2 15 amp breakers and tied together breakers looks discolored.
Was there an indication of sparking or heat build up ?
