Scratching my head over this one. The distribution panel seen at right of the main panel, feeds a second distribution panel on the 2nd floor, that I could not remove the cover as it is blocked by closet shelving. But, isn't the feed to the dist panel suposed to go to the lugs, then the wire to the 2nd dist panel come from from the 100 amp breaker? Yes, I see there are only 2 wires to the dist panel.

Also, notice the 2 wires comming out of the dist panel. They feed the pool, and it picks up a 3rd wire from the main panel, see at the right of the main panel, three of them going through the foundation wall.

... I looked at the photos and there is so much wrong there that I stopped looking at each thing and simply went with ... a competent and licensed electrical contractor needs to redo all the panels and wiring to where they meet code as a minimum and are safe.

I agree with Jerry, there is more wrong than right here. The loose conductors outside of conduit. The 3 wire feed. Possibly a missing breaker hold-down.

However, the panel is fed with 3 wires, not 2 as you state. It should have bee fed with 4.

I guess I meant 2 wires and ground.

It needs some attention by someone who knows what they are doing, the existing subpanel is just a good example of what not to do.
