This PEX plumbing primer valve component is new to me.
Any help would be appreciated.

Robert,
What I suspect that is for is a floor drain primer.
Some of those use fluctuations in pressure to briefly open a valve and allow water to flow to a floor drain trap to keep it promed.
Flush a toilet or turn on/off a faucet and the water pressure drops then spikes, which causes the valve to open briefly.

Yep - That's a trap-primer (see 'em all the time "up Here")
