Does this insulation appears to be fire rated?

Do you mean rated to catch itself on fire? If so, maybe ... because of that foam.
If you are asking if that foam makes it 'fire rated' ... no it does not ... and not only does that foam not make it fire rated, that foam can create fire issues by allowing that flue to overheat.

They (whomever 'they' may be) will tell you that is special foam and is 'fire rated' - it is not.
That foam does have the color of foams which are approved for use as 'fireblocking' and 'draftstopping', but neither has anything to do with any 'fire rating' of anything.
Just be ready for that come back 'But that foam is fire rated' ... that is simply evidence that 'they' do not know what 'they' are doing or talking about.
