Lighting outlet so one can see Jeff.
It's a write up, trust me.

....I'm just trying to understand....sounds like a permanent light fixture above the water heater isn't required

The light fixture is required at the passageway opening (attic access).

as the outlet can be used for a cord/plug light fixture....

The outlet is intended for plugging tools in for service/repair/replacement, and, yes, they could also plug in a light.

Remember, the water heater must be within 20 feet of the access, so a minimum level of light should still be present anyway.

Would the outlet for the furnace suffice for the water heater when the furnace is located about 8 feet away from the water heater?

I would say yes because the receptacle for the condenser unit outside must be within 25 feet (a typical extension cord length), so, within 8 feet should work and be okay. The code "at or near", and 8 feet fits the "or near".
