their information is clear as to the qualifications, but not how to apply.

You will need to complete the Fee Paid Inspector application. Google "FHA Fee Paid Inspector Application" and it should pop up. Then you will need to find the regional HUD office that covers your area. I would then contact them and find out who you need to send the application to. It is not a fast process.
